Vegan certification in the UAE: labeling rules and how to apply

The UAE has no standalone vegan-claim law — claims are checked at food registration.

The UAE has no standalone legal definition of a vegan claim. Vegan labeling falls under the general rule that every statement on a food label must be truthful and substantiated — and it is checked when the product is registered for the UAE market. How the UAE regulates vegan claims

There is no dedicated UAE statute that defines the word vegan on a food label. What exists instead is a general claims-control framework: the Gulf technical regulation for labeling of prepackaged foodstuffs (GSO 9, applied in the UAE as a mandatory standard) requires that labels not mislead the consumer, and the Gulf adoption of the Codex guidelines on claims extends that to any statement about what a product does or does not contain (trade.gov UAE labeling guide; GSO standards catalog, checked 2026). A vegan claim is therefore legal to make — and legally required to be true.

Enforcement is decentralized. Federal standards are managed by the Ministry of Industry and Advanced Technology, which absorbed the former standards authority ESMA in 2021 (MOIAT, 2021). Day-to-day food control sits with the emirate-level authorities: Dubai Municipality's food safety department for Dubai, the Abu Dhabi Agriculture and Food Safety Authority (ADAFSA) for Abu Dhabi, and their counterparts in the other emirates. In practice, the moment a vegan claim gets scrutinized is product registration — before the product ever reaches a shelf.

Arabic labeling: the non-negotiable part

Every prepackaged food sold in the UAE must carry its label information in Arabic — either Arabic only or Arabic alongside English, with approved stick-on Arabic labels accepted under conditions for imported goods (trade.gov UAE labeling/marking requirements, checked 2026). That includes the claims. If your pack says vegan in English, the Arabic text should carry the equivalent claim consistently with the Arabic ingredient list — a mismatch between the two language versions is exactly the kind of ambiguity that stalls a registration file.

  • Mandatory label content under the Gulf labeling standard: product name, ingredient list in descending order, net content, country of origin, manufacturer or importer details, production and expiry dates, storage conditions and lot marking (GSO 9, checked 2026).
  • Claims discipline: any voluntary claim — vegan included — must be accurate, substantiated and non-misleading. Registration reviewers can ask what stands behind the word.
  • Font parity: where both languages appear, the Arabic text is the controlling version and should not be less prominent than the English.

Registering a vegan product for the UAE market

Food products — imported or locally produced — are registered in electronic systems before sale: the federal ZAD platform for food product data, Dubai Municipality's import systems for shipments entering through Dubai, and Abu Dhabi's channels for that emirate (u.ae federal food safety pages; Dubai Municipality registration guidance, checked 2026). Label artwork is reviewed as part of registration, which is where a vegan claim either sails through or generates questions. Vegan cosmetics follow a separate track: Dubai Municipality's Montaji system reviews consumer-product dossiers, including the claims printed on the pack.

Where an independent vegan mark fits

No UAE authority requires third-party vegan certification — that needs saying plainly. What a certificate does is compress the substantiation question. Instead of assembling ad-hoc supplier letters every time a registration reviewer, distributor or retail buyer asks what stands behind the claim, you point to one document: an independent review of the full formulation, supplier declarations for every animal-risk input, and a certificate carrying a unique number and a QR code the asker can check for themselves. For distributors carrying dozens of SKUs into the Gulf, that verifiability is the difference between a claim they repeat and a claim they can defend.

Frequently asked questions

Is vegan certification legally required in the UAE?

No. No UAE federal or emirate-level rule requires third-party vegan certification. What is required is that any vegan claim on the label be truthful and substantiated, in Arabic as well as English, and that the product pass registration with the relevant food control authority. Independent certification is the most defensible way to substantiate the claim, not a legal precondition for making it.

Does the UAE have an official government vegan logo?

No. As of July 2026 there is no government-issued vegan logo or mandatory vegan marking scheme in the UAE, unlike India's FSSAI vegan logo. Vegan claims are voluntary statements policed under the general misleading-claims rules in the Gulf labeling standards.

Does my vegan claim have to appear in Arabic?

Label information for prepackaged food sold in the UAE must be in Arabic, alone or alongside English, and the two versions must match. If the English pack carries a vegan claim, the Arabic label text should carry the equivalent claim consistently with the Arabic ingredient list. Approved stick-on Arabic labels are accepted for imports under conditions.
